Water draw on bottom of tank left open as tank was being filled with CDW (diesel-type fuel), causing fuel to spill. Contained by firewall.		Vacuum truck used to pick up spill, contaminated soil removed. LDEQ site inspection verified clean-up. No letter from the refinery.
