Cause: A roll-off bin containing containing stormwater separator sludge was being raised by rails for transport. Raising the bin caused 3.6 barrels of the contained material to escape from under the tarp covering the roll off bin and spill to soil.

Followup: No

Notes: The spill occurred instantaneously requiring no direct action to stop further material from being released. Current procedures for handling roll of bins are being evaluated. Contaminated soil was disposed of properly. 3.6 of oil was released which exceeds the 1 barrel RQ.		151.0 gallons
