This report dealt with a possible unlit flare at the ExxonMobil Baton Rouge Chemical Plant. Subsequent investigation led them to believe the flare flame on No. 7 Flare was never extinguished. Even if the flame had been extinguished, calculations indicate that the amount of emissions from time of discovery until the relight sequence was completed would not have exceeded any reportable quantitie
