Cause of Problem: Human Factors
-Operators were unhooking loading arm off of a barge when a small spray of diesel came out of the flange. A few drops of this diesel went into the water and cause a small sheen.

Operators thru absorbent pads in the water and had Coastal Gulf come to help with the clean up.
