A-SRU experience swings in air demand caused by hydrocarbon carryover from the A Sour Water Tower (E301A). Flow from E-301 to A-SRU was stopped, then restarted. Startup was cause of release. Stopped again. Another start up released even more SO2. REMEDIAL ACTIONS: Upgrade existing suge tank skim oil pumps, Add third surge tank skim oil pump, install instrumentation to detect hydrocarbons in SWS feed
