Cause of Problem: Process Upset
The Sulfur Recovery Unit process was upset. Subsequent downwind readings were executed to measure ambient air , but no values were recorded. Placid calculated the excess emissions that occurred during the #3 Sulfur Plant startup and confirmed they were less than the established reportable quantity.
