Cause of Problem: Weather

A temporary diesel powered firewater pump was set up for pump test at docks on north side of Dock 1. During the heat of day, the Diesel pump fuel tank expanded and leaked from the filler neck into water.

Discharge Preventable - Yes

The fuel tank on pump was over-filled from last fueling. The fuel truck driver needs to leave adequate vapor space after fueling.

Notes/Remedial Actions

Absorbant pads were throm into the water to catch sheen. The temporary fire water pump was moved away from the water. ES&H was called out to clean sheen. Planned preventative actions include communicate cause of release and discuss leaving adequate vapor spaces in fuel tanks with the fuel tank driver. Ensure policies are followed to meet secondary containment requirements. Leak of diesel powered pump's fuel tank was into Calcasieu River.
