Leaks on a relief valve flange and a dome flange were discovered on a rail-car when it arrived at the plant.
Incident is under investigation
The car was relieved to flare instead of pressuring the car to off-load the contents, which is the normal procedure. Pressuring the car would have made the leaks worse.
