Cause: tie-in line being under construction in new Flare Gas Recovery Unit spilled hydrostatic test water and residual light cat feed from the blinded end of a pipe--initial estimate is 420gal total. Written report states that release was BRQ.

Notes: BRQ. Written report states that calculations determined the release was below reportable quantities. Majority of spill cleared with vacuum truck and absorbent pads. LDEQ conducted on-site visit and report on 2/13/10.
