Accordint to C-P, All reasonable steps taken to minimize emissions, air pollution control equipment, process equipmt and processes were at all times maintained and operated in a manner consistent with good practices for minimizing emissions. Letter provides rolling emissions rates but not emissons totals. Presumptive total (21324 lbs of SO2 released) calculated here by multiplying emissions rates and incident durations as listed in C-P letter dated 9/5/08.
