high levels of hydrogen sulfide fuel gas used during production caused elevated levels of sulfur dioxide in the emissions. DEQ does air monitoring, notes concentration of 2.9 ppm upwind of the facility. Follow-up reports state that past data was inaccurate and that CITGO is meeting the 2000 ppm emission limit from the furnace stack. It is not clear if the post-hoc analysis they present has real bearing on the emissions from the stackat the time of the inciden
