During maintenance activities of a transfer line, Reformate was spilled to the ground outside of containment. The transfer line was being drained from a line break at a flange. When the line break at the flange was made, a rapid release of Reformate overcame the secondary containment. No off site impacts due to this spill. Reformate is a mixture >/= 80% Naphtha, 10%-<35% Toluene, <1% Benzene
The transfer line flange was re-bolted to stop the release. Pressure gauges were installed on the transfer line to prevent a rapid release of Reformate while daining the line during the maintenance activity.
