The Sour Crude Recycle Hydrogen Compressor (C-3702) has a failure of the rheostat, which is a component that controls the DC current to the compressor motor. This component failure caused the compressor to shut down. This was not operator error, according to facility reports. Shut down of the compressor resulted in flaring at the Area A North Flare.
There was no way to prevent the failure of this component, according to facility officials.
Rates were immediately reduced to stabilize the units and reduce flare. Permit levels were exceeded for the North Flare EQT0539.
