On February 27, 2014 at approximately 13:20, an overflow pipe was discovered on an underground oil/water separator at the East tank farm. The level transmitter that controls oil/water separator level malfunctioned at the sump, which resulted in oil backing up in the system and released of crude oil to the ground. The release impacted an area of 20 ft by 40 ft.
Level control instrumentation malfunctioned and resulted in sump overflow.
Immediate corrective action was to start pumps manually and repair the level controller. 10 cubic yards of waste was excavated and disposed at Woolworth landfill. At the time of inspection by LDEQ, stained soil spots were noted at various areas at the East Sump Separator due to historic contamination.
