The Oil Movement B - A Topper crude line flange was discovered to be leaking crude oil to the ground due to cold weather induced mechanical failure. There was no off site impact. IN POLICE REPORT: "... A flange had loose bolts...flange has been tightened to stop the leak"
The release was due to cold weather induced failure of the flange. No other flanges were identified in the area to have leaked. This incident was not preventable due to the unexpected mechanical failure of the flange on the Oil Movement B - A Topper Crude line.
Oil Movement B - A crude line flange was repaired Cold weather would make it harder for nut/bolt to become unscrewed and cause a leak because the metal compresses slightly in the colder temperatures.
