Cause of Problem: Human Factors

On August 29, 2013, there was a release of crude oil at the rail car unloading facility. The spill was approximately 5 barrels of crude oil.

Discharge Preventable - Yes

Overfilling of vent lines from unloading header resulted in spill. Spill occurred when air flow valve left open line pressured up, causing product to flow back through riser and exit through carbon canister.

Notes/Remedial Actions

Shut down unloading operations and valve off. Affected area excavated. Soil to be properly disposed of.
