On July 21, 2011 Mr. Brown called Office of Environmental Justice & Tribal Affairs and was concerned of air toxics emissions coming from Placid Refinery. The water systems had no vapor recovery system. This is coming from a citizens complaint about the water quality. Placid Refinery company in conjunction with ICI Process Technologies obtained a site-specific variance from classification as a solid waste for partially reclaimed inorganic residual material and partially reclaimed base metals. This variance was obtained in order to make beneficial use of oil bearing secondary material generated from petroleum refining activities. An inspection was conducted on November 10, 2010 and again on July 21, 2011 and no areas of concern were noted. LDEQ granted a temporary variances to Placid's Port Allen Refinery from the classification as a solid waste for partially rec;aimed inorganic residual material (PRIRM) and partially reclaimed base metals materials (PRBMM). Heavily oiled catalyst obtained from Motiva's Convent Refinery was processed by ICI Process Technologies in order to recover oil and the metals molybdenum and vanadium that was then tanked and used in Placid's refinery. Wastewater was hard piped to Placid's wastewater treatment plant. Liquids left on site were stored in two frac tanks for disposal at a permitted facility. Process equipment was disassembled and remained on site; most of the complainant's equipment was left clean; Placid cleaned two dirty sand filters; and process grounds appeared clean. The facility does not report any discharges. After initial reclamation, recovered materials (valuable hydrocarbons) were to be re-inserted into Placid's petroleum refining process. Residual materials (PRIRM PRBMM) processes further will become commercial products for use by cement manufacturing industry or the metals reclamation & refining industry (not classified as a solid waste). The facility will process oil-bearing secondary materials at the Placid Refinery Company's Port Allen Refinery. The processes material is routed through a scrubber, then through a thermal oxidizer. Wastewater from the scrubber is routed back to the Materials Handling Unit to recover residual condensed oil. The process actually occurred in March 2010 and was terminated on May 01, 2011 due to issues with ICI.
