Claims emission was below RQ. Based on visual estimates of those present at the time, approximately one cup of material was released on the deck of the barge. Material recovered with an absorbent pad. No evidence it spilled over the deck into the water. The sheen in the water next to the barge did not have the characteristics of the material released on the barge deck.
