LDEQ states that a bleeder valve was left open, causing a flange leak near tank 50.
Vacuum trucks removed the onsite floating crude oil. RPR was onsite to excavate the soil. Contaminated soil was hauled to an onsite concrete slab until testing can be done. Soil was then hauled to Woolworth Landfill. Dike wall drain was closed, so the oil remained in the area. PHOTOS included in report. LDEQ report and FIF only. No refinery letter.
