False alarm. Flare was thought to be out, but it was soon realized that the wind and weather conditions just caused it to appear to be out. Fuel gas to the flare was increased making the flame visible.
No flameout as originally thought.
Refinery supervision employees in the field saw that the Low Pressure flare was still lit, and confirmed that the ionization detectors at the flare never malfunctioned or failed. Fuel gas was increased to make the flare visible.
