The three inch chemical hose that connects two tanks had torn away from the valve at the east tank.

RQ. Refinery letter states that the reportable quantity for sodium hypochlorite was exceeded. The tank valves were closed to stop the leak and storm covers were used to stop the leak to the Storm Water Sewer at the northeast corner of the cooling towers. A precautionary sewer cover was put on a drain about 30 feet away to the west. A vacuum was used to remove bleach from the containment dike and surrounding area, and the outfall ditch (012) valves west of Warehouse M at Marathon Ave were closed; roads around the cooling tower were barricaded.
