"the Crude Unit's Vacuum Tower experienced a flooded liquid condition which caused its overhead pressure control valve to open to the Low Pressure Flare. The cause of this condistion seems to be the Vacuum Tower's Bottoms section was experiencing unexpected problems achieving adequate flow of its product stream to the Coker Unit."
