Slop water tank at Brown station overflowed with crude and water spilling to the ground. Cause: Air bleeder valve left open - presumed to be a human factor since a valve was left open.
Assumed human error.
Closed bleeder valve, put out absorbent pads and booms to contain spill, plan was to vac truck oil to recycle tank, excavate soil and remove to landfill.
